Terrell and Library Pedestrian Mall Access

Pullman, Washington -- In order to restrict the Terrell and Library Road Pedestrian Malls to their intended purpose and to increase pedestrian safety, Washington State University has begun requiring all motorized vehicles to obtain specific authorization before entering or parking in these malls.

Chris Boyan, assistant director of WSU Parking, Transportation and Visitor Center, said the Terrell and Library Road malls were constructed to be used by pedestrians, not vehicles.  Use of the malls by vehicles has become a safety and aesthetic concern, so it was necessary to develop a policy on when vehicles will be allowed to access these malls. The policy is intended to eliminate all unnecessary vehicular access to Terrell and Library Road Malls, and to require delivery vehicles and most service vehicles to use the established alternate service zones for access to buildings located along the malls.

"The policy now requires that all WSU-owned and other exempt vehicles display an official mall service permit when accessing pedestrian mall areas," Boyan said. "Vehicles operated by police, fire, parking, and for the purpose of snow removal are authorized as needed for emergency and enforcement purposes and are exempt from the permit requirement."

Persons with disabilities may continue to access the pedestrian mall area using a WSU-issued disability parking permit and will also be allowed access by commercial taxi and shuttle vehicles, which must obtain a WSU mall service permit for that purpose, he said.  Taxis and shuttle vehicles are otherwise prohibited from accessing pedestrian mall areas.

WSU van pool vehicles will be prohibited from accessing pedestrian mall areas except when transporting persons with disabilities.   A WSU-issued disability parking permit must be displayed in the van when accessing the pedestrian mall areas for that purpose.
